Announcing Rust 1.96.0

Rust 1.96.0 introduces several new features including new Range types that implement IntoIterator, new macros for assertion matching, changes to WebAssembly targets for better error handling, and multiple API stabilizations. A couple of security vulnerabilities have also been addressed in this release. Users can update using rustup to take advantage of the new features and fixes.
